Summary
The Credit Monitoring and Reporting (CMR) function in Hong Kong is a part of the Risk and Permanent Control Department (RPC).
The holder of this position reports to the Head of CMR HKG under whose supervision she / he is responsible for the implementation of and compliance with the established policies and control procedures of CA-CIB, as well as those of the Hong Kong Monetary Authority.
Key Responsibilities
Administration and input of the credit decision
- Level 2 control on the documentation (certified by the relevant teams) to ensure agreement with the credit decisions
- Creation of authorizations in BMA and linkage to the Facility Arrangement where appropriate
- Level 2 control on the mitigants captured in MIHOS and linkage to the authorizations in BMA
Monitoring and Reporting
Control of the utilizations against the authorizations and limits, identification and reporting of anomalies i.e.
- Breaches in approved limits, whether in amount, nature of products or tenor,
- Expired authorizations,
- Late Ratings,
- Overdue Payments
- Delays in achieving the final take in syndicated transactions,
- New and unauthorized operations with counterparties in Do Not Deal (DND) or Restricted Dealing (RD) status
- Non-compliance with any terms and conditions of the credit approval.
(The management of counterparties’ default and Risk monitoring of clients rated F or Z falls outside the scope of RPC-CMR’s controls).
Data quality management and reporting
- Ensuring the overall consistency and quality of risk information concerning counterparties within the scope of HKG branch in the Bank’s systems and databases
- Organization of the upstream controls to ensure the quality of risk data in the Risk tools;
- Participation in the reconciliation of the Risk databases with the Accounting databases and contribution to the establishment and the reliability of RWA calculations;
- Supervision of the production of counterparty risk reports to meet internal or regulatory requirements;
- Contribution to the reliability of master agreement data on market operations and supervision of the inputs in Master Database (executed ISDA,CSA, NAFMI etc)
Risk projects and studies
- Participate in projects and/or studies launched by RPC HO
- Work on methods, tools and systems
- Coordination of the studies of new products for HKG
