Summary

The incumbent will be a part of the Financial Security Hong Kong and Asia Pacific team, reporting to the Head of Financial Security Hong Kong and Asia Pacific. He or she is expected to be an effective individual contributor with a high degree of subject matter expertise in AML/CFT and Financial Security matters.  Financial Security (FS) is in charge of the Bank's overall system for identifying, mapping, preventing, controlling and reporting on risks related to financial crime: prevention of money laundering, combating the financing of terrorism, obligations relating to embargoes and asset freezes, and external corruption.  

 

In addition, this incumbent will also act as regional role to provide support and back up to Local Compliance Officers (LCOs) in Asia Pacific entities and liaise with Financial Security Head office to ensure the local implementation of all Financial Security missions and projects. 

Key Responsibilities

Financial Security Hong Kong (FS HK):

  • Provide full support to the Hong Kong Financial Security team to handle all financial security controls and monitoring as per the standard compliance control plan.
  • Provide high quality input, gap analysis and interpretation of risk assessment with respect to quality of alerts and controls performed by the transaction monitoring and name screening team against applicable internal policies, frameworks, and regulations
  • Handle of alerts for Hong Kong branch in relation to Screening on PEP and Sanctions as “Level 1” review
  • Support to FS HK team to handle other FS-related alerts (ie Filtering payment (L2), Actimize AML alerts and transactions alerts.
  • Assist on ad-hoc projects or assignments to facilitate the FS HK team.

Financial Security Asia Pacific (FS AP)

  • In cooperation with CACIB Head Office to implement and manage Financial Security Head Office projects and roll out to all Asia Pacific entities
  • Participate in the FS trainings organization in collaboration with Financial Security Head office.
    Create/update training modules content, perform on-site and off-site FS trainings, update the segmentation matrix and training plans.
  • Provide first level guidance and answers related to FS global set-up and tools and internal auditor’s response. Coordinate with FSHO in order to provide consistent answers.
  • Coordinate and perform quality checks on the Enterprise Wide Risk Assessment (EWRM)
  • Provide business support to LCOs and Business Lines/Support Functions on all FS-related matters.
  • Provide back-up/centralization supports to LCOs to handle alerts as requested by LCOs

Minimal education level

Bachelor Degree / BSc Degree or equivalent

Academic qualification / Speciality

Degree holder preferably in a law, accounting or business studies

Level of minimal experience

6-10 years

Experience

A minimum of 7+ years of experience in financial industry with exposure to AML, compliance or audit

Required skills

  • Strong writing, analytical, problem solving and communication skills
  • Ability to work independently and in a team

Technical skills required

  • Professional qualification on AML, such as AAMLP, ACAMS, etc. is an advantage
  • Strong experience in managing FS projects
  • Knowledge of and practical experience in KYC, AML, OFAC and Sanctions
