Job summary

**This position will be under the Employee Referral Program in Hong Kong.

Financial Security (FS) is in charge of the overall Bank’s framework for identifying, mapping, preventing, controlling and reporting financial and associated crime risks: money laundering prevention, tax crime, fight against terrorist financing, observance of embargoes and external corruption.

The mission of the Asia Pacific Financial Security Hub (AP FS Hub) is to coordinate and support the Asia Pacific compliance teams so that their FS set-up are in line with Financial Security Head Office (FSHO) standards, and to be their spokesperson when necessary. The AP FS Hub covers the Asia Pacific entities where the Group is present: Australia, China, Hong Kong, India, Japan, South Korea, Singapore and Taiwan.

The AP FS Hub reports functionally to the Head of Financial Security, and hierarchically to Hong Kong Local Compliance Officer (LCO).

Key Responsibilities
OFAC Remediation Plan:
• In cooperation with CACIB Head Office Program Manager: coordinate the OFAC remediation plan follow-up for Asia Pacific, including onsite visits of the FED Independent Consultants.
1. Trainings:
• Participate in the FS trainings organization in collaboration with FSHO Set-up Supervision team.
• Create/update training modules content, perform on-site and off-site FS trainings, update the segmentation matrix and training plans.
2. Coordinate and perform quality checks on the EWRA exercises.
3. Responses to internal auditors: in the context of Global missions, coordinate Asia Pacific responses to internal auditors for regional requests/FS-related questions.
4. Responses to supervisory audit: provide first level guidance and answers related to FS global set-up and tools. Coordinate with FSHO in order to provide consistent answers.
5. Country Files: in co-operation with LCOs, maintain a Country File according to FSHO standards which describes the FS set-up in each country in the region.
6. KPIs: control KPIs high level consistency.

KYC Quality Control:
• Contribute to the overall Compliance control system by carrying out quality controls on Asia Pacific KYC files.
Business Support and Back-up:
• Provide business support to LCOs and Business Lines/Support Functions on FS matters.
• Handling of alerts (back-up/centralization) related to Screening (PEP/Sanctions), Filtering (L2), AML.

Projects Management:
• Regionally manage FSHO projects.

• In cooperation with Head Office International Support Unit, participate in the assessment, remedial actions, support and trainings to Asia Pacific entities for FS-related matters.

Candidate criteria

Minimal education level

Bachelor Degree / BSc Degree or equivalent

Academic qualification / Speciality

• Minimum education level: Bac + 5 / M2 / Msc
• Degree preferably in Finance from a Business school, Engineer school, or University

Level of minimal experience

3-5 years


• Minimum 6-7 years of working experience in Compliance or equivalent experience
• Good understanding of CACIB (organization, businesses and systems), CA Group knowledge required
• Experiences in international context

Candidate with less experience will also be considered.
